Josephine Romero is President of the Private Sector Jobs and Skills Corporation and Head of the Secretariat of the Private Sector Advisory Council in the Philippines, where she plays a central role in advancing private sector–led initiatives on workforce development, job creation, and skills alignment. She works closely with government, industry leaders, and development partners to design and implement programs that address labor market needs, strengthen industry competitiveness, and support inclusive economic growth.

Sokkim Ky is Chief Executive Officer of the Skills Development Fund (SDF) of Cambodia, where she leads efforts to strengthen workforce skills and align training systems with industry needs. Under her leadership, the SDF supports demand-driven skills development programs, fosters partnerships between training providers and employers, and promotes innovative financing mechanisms to enhance the quality and relevance of technical and vocational education and training (TVET).

To Thi Mai Huong is Deputy Director of the Department of Research, Innovation and International Affairs at the University of Science and Technology of Hanoi, where she supports the university’s strategic agenda on research development, global partnerships, and academic collaboration. In this role, she facilitates international cooperation initiatives, strengthens institutional linkages with research organizations and universities worldwide, and promotes innovation-driven programs aligned with the institution’s priorities.

Panisa Harnpathananun is Senior Division Director of Higher Education Innovation and Future Skills Development at the National Higher Education, Science, Research and Innovation Policy Council (NXPO), where she leads initiatives to align higher education systems with emerging workforce demands and technological transformation. She plays a key role in shaping policies and programs that promote innovation-driven learning, strengthen university–industry linkages, and equip graduates with future-ready skills.
