Dong Joo Park

Park Dong Joo is currently the Assistant Director of Fair Evaluation Management Team of the Public Procurement Service (PPS). Prior to being a public officer in PPS, he played multiple roles as an IBM Informix DBMS engineer, billing system manager, billing database administrator, flight simulation equipment manager, entrance examination program manager, and college register program manager.

Jin-Sung Jung

Jin-Sung Jung is a full-time lecturer specialized in the field of KONEPS at the Public Procurement Service (PPS). Prior to this, he served as Director of the Office for Regulatory Reform and Legal. He was also the Commissioner of the Gyeongnam Regional Procurement Service and Director of Contract Department. He was also part of the KONEPS deployment and operation in 1994 to 2017.

Mr. Jung graduated from Pusan National University, obtained his MBA at KAIST, and completed his PhD in IT Policy Management at Soongsil University.

Byounggun Kim

Dr. Byounggun Kim is currently the Director of Strategic Public Procurement Research Division of the Korea Institute of Procurement (KIP). Mr. Kim has been a dedicated researcher with a decade of experience at the KIP, specializing in leveraging public procurement for the advancement of government policies and the enhancement of public services, particularly benefiting small and medium-sized enterprises (SMEs). He has been instrumental in shaping innovative procurement policies, with a focus on driving competitiveness and sustainability.

Steve Wilmot

Steve Wilmot is a seasoned procurement professional with extensive experience in both the public and private sectors, as well as with regional organizations. As the Principal Procurement Works for the Solomon Islands Government, he oversees the comprehensive management of ministerial procurement and contract administration within the Ministry of Infrastructure and Development's Transport Infrastructure Management Services department.

David Songulashvili

David Songulashvili has been a member of Parliament for the last seven years and is the current Chairperson, Sector Economy and Economic Policy Committee, Parliament of Georgia. He was also chairperson of the Committee of European Integration in 2019-2020. His career in government includes key positions with the Ministry of Economy and Sustainable development and the Ministry of Economic Development.

He holds a Master’s degree in International Business from Grenoble Ecole de Management in 2007.

Astghik Solomonyan

Astghik Solomonyan is Legal Affairs Officer at the World Trade Organization (WTO). Prior to this position she served as Technical Assistance Officer. Prior to her stint at the WTO, she was involved as a Books review editor with the Public Procurement Law Review, served as a tutor of EU law with the University of Nottingham and was a procurement consultant for the OECD.

Rowena Candice Ruiz

Rowena Candice Ruiz is an expert on digital transformation and public procurement. Her leadership has led to innovative reforms, focusing on data-driven policies, capacity building, and technology solutions for efficiency and transparency. She secured the Philippines' observer status in the World Trade Organization – Committee on Government Procurement in 2019. During the pandemic, she spearheaded digital transformation for crisis adaptation, fostering transparency in public funds through online portals.

Masayuki Omote

Masayuki Omote has worked for public procurement reform with more than 15 countries in Europe and Latin America. Before joining the OECD in 2017, he worked in Japan, Afghanistan, and Bolivia as a public procurement specialist at a procurement agency affiliated with the Ministry of Foreign Affairs of Japan. He also worked at the country office of the Inter-American Development Bank in Peru in the field of public governance and public financial management.

Dmytro Donets

Dmytro Donets, a proud Ukrainian, World Bank Ukraine Country Office Procurement Specialist.

Before joining the Bank, he has served for the Government of his country for over 10 years in different WB-financed municipal infrastructure Project Implementation Units and international relations departments (of various state agencies).

Nowadays, Dmytro works on the challenging WB portfolio in the country and as a team member supports public procurement agenda development.

Volodymyr Tarnay

Volodymyr Tarnay is Senior Manager for Eastern Europe & Central Asia, Open Contracting Partnerships and the Balkans. He has experience developing solutions and tools aimed at boosting the accountability of public spending, becoming a finalist of hackathons & fellowships such as the EU Eastern Partnership Hackathon, Open Data Challenge, Taiwan Presidential Hackathon, and DataFest Tbilisi, Alliance for Democracies.
