David Gallacher

David is a Corporate Member and Accredited Monitoring Professional of the HKIEIA, and a qualified ecologist with 14 years of professional and academic experience in the environmental sector.

He completed his postgraduate studies at The University of Hong Kong, where he developed a rapid biological assessment protocol to assess the ecological value of rivers and streams. When based at the Department of Ecology & Biodiversity at the University of Hong Kong, Dr. Gallacher was responsible for a government-funded study to devise a biomonitoring scheme for the Mai Po Ramsar site.

Telecom Infrastructure and DFS Initiatives in Pakistan

Pakistan has a vibrant telecoms sector, with over 140 million cellular phone subscribers and over 48 million broadband subscribers. It also has various digital financial services, which has garnered about $2.4 billion mobile transactions through mobile banking in 2016 to 2017. This presentation provides a brief overview of Pakistan's telecoms infrastructure as well as the range of digital financial services it offers.

Trends and Development of ICT in Education Policy

Despite a countless number of national-level ICT in education policy initiatives in the last decade, cases of successful integration of ICT that have led to enhancing teaching and learning in school still remain an exception than the norm. A suggested practical procedure for developing a national ICT in education master plan and the types of support UNESCO can offer are shared in this presentation.
