This report provides an overview of the pre-monsoon model and system updates for the Baguio City Smart Flood Early Warning, Information and Mitigation System project under the ASEAN Australia Smart Cities Trust Fund (AASCTF). It also outlines the preparation and plan for the first full-scale test of the system during the 2023 monsoon. The report also covers various aspects such as the upgrade of the real-time monitoring network, review of data from rainfall and water level stations, and improvements in bias correction and data assimilation. It also discusses the capacity building program and enhancement of system governance.
