ADB Workshop on Capacity Building for Health Sector Public-Private Partnerships (PPPs)

Under the Asian Development Bank (ADB) Regional Knowledge and Support Technical Assistance (TA 10106-REG: Strengthening Primary Healthcare Management of Noncommunicable Diseases), ADB is conducting a series of activities to strengthen government capacity to develop and implement health sector public-private partnerships (PPP) in Uzbekistan. This initiative is a collaboration between ADB Human and Social Development Sector Office, the Office of Markets Development and Public–Private Partnership, and the Uzbekistan Resident Mission (URM), implemented under the guidance of the Ministry of Economy and Finance (MOEF) and Ministry of Health (MOH) of Uzbekistan.

As part of this effort, a two-day capacity building workshop was held in Tashkent from 22-23 September 2025, bringing together over 45 government participants from nearly all regions of the country. The workshop aimed to strengthen participants' capacity to design, contribute to, prepare, and review PPP project concept notes by enhancing their understanding of PPP structures, regulatory frameworks, sectoral alignment, leading practices, and supporting analyses. The curriculum was informed by a pre-evaluation of participants’ knowledge and interests, ensuring a targeted and context-specific approach. This workshop built on earlier activities, including a foundational webinar conducted on 20 February 2025 and a knowledge piece on PPPs in health care.

The in-person workshop featured: (i) introductory sessions on PPP concepts and their strategic fit with Uzbekistan’s national and health sector priorities, (ii) deep dives into the regulatory framework and diverse PPP models in healthcare, (iii) practical sessions on structuring PPPs and developing project concept documents, and (iv) case studies highlighting successful PPP initiatives in Uzbekistan. The event was opened by the ADB URM Country Director and included remarks from senior government officials, including the Deputy Minister of Health and Deputy Director of PPP Development in MOEF, who underscored the government’s commitment to leveraging PPPs for modernizing health infrastructure and improving service delivery.
