John Arnold Siena

Mr. Siena serves as Deputy Director for Programme and Development at the SEAMEO Secretariat based in Bangkok, Thailand, where he is responsible for supervising and coordinating the identification, design, development, and monitoring of programs, projects, and other initiatives that aim to benefit the 11 SEAMEO Member Countries. 

Elin McCallum

Elin is the founder and Executive Director of Batani Education, a non-profit with a mission to transform learning. It works to innovate policy and practice, introducing learning that develops the entrepreneurial skills and mindset needed life-wide, impacting on learner engagement, citizenship, employability and start-up. Bantani works with partners from public, civil society and private sectors, including European Commission and OECD, with projects ongoing in Europe, Central Asia and Africa.

Judit Barna

Judit Barna is head of sector for education in the unit G3 - Youth, Education, Culture and Research at DG International Partnerships, European Commission. She worked at DG ECHO between 2015-2021 holding a variety of positions on civil protection and humanitarian aid. Prior to that, she worked on development cooperation policy analysis at the European Parliament, focussing on Central and West Africa. Her background is in humanities, she also holds an MBA and an MA in international child studies. 

Ashutosh Agarwal

Ashutosh Agarwal completed his Bachelors of Engineering in Electronics & Communication and PGDBM in Marketing from K J Somaiya, Mumbai, India. 

He started Tesca in 2009 & has its business spread in over 85+ countries dealing in Turnkey Projects of World Bank, AFDB, ADB, UN, FAO in TVET, Skill Development, E-Learning LMS/CMS, Educational/Vocational Training Equipment, Test/Measurement Instruments, Science Labs.

Neo Poh Ling

Neo Poh Ling is a seasoned leader in international development, with more than 20 years of experience driving government-to-government collaborations across Asia, Africa, and the Pacific. As Executive Director at the Singapore Cooperation Enterprise, she led multi-disciplinary teams to deliver more than 40 projects across governments in Africa and Asia Pacific, driving urban development, digital transformation and public sector reforms. 

Pilvi Torsti

Dr. Pilvi Torsti is the Director of the European Training Foundation. She served as a State Secretary in three ministries in Finland: the Ministry of Education and Culture 2013-2015 and Ministry of Employment and Economic Affairs & Ministry of Transport and Communications 2019-2023. From 2017 to 2019, Pilvi Torsti was an MP and a member of the education and future committees of the Finnish parliament. She holds a PhD in social sciences from the University of Helsinki.

Davor Miskulin

Davor Miskulin is the Head of Global Business Development for Lightcast (formerly Burning Glass Technologies) for more than twenty one years. Lightcast is an analytics software company that has cracked the genetic code of an ever-changing labour market. 

Davor holds a Bachelor of Science degree in Mechanical Engineering from the University of Zagreb, Croatia as well as a Graduate Diploma in Applied Information Systems and Master of Business in IT from the RMIT University. Melbourne

Lars Sondergaard

Lars M. Søndergaard is a lead economist in the World Bank’s Education Global Practice, East Asia and Pacific Region. In different regions of the world, he has led both operational and analytical work to support improvement in educational outcomes. His policy research encompasses a range of issues, including education, poverty, growth, and fiscal policy. He is the coauthor of several World Bank publications, including Fixing the Foundation - Teachers and Basic Education in East Asia and Pacific. 

Outi Hakanen

Counsellor for Foreign Affairs Outi Hakanen serves as Ambassador for Education at the Ministry for Foreign Affairs of Finland, Department for International Trade, since September 2024.
