Outi Hakanen

Counsellor for Foreign Affairs Outi Hakanen serves as Ambassador for Education at the Ministry for Foreign Affairs of Finland, Department for International Trade, since September 2024. 

Outi Hakanen is a Finnish career diplomat with almost 35 years of experience in the diplomatic service. In addition to working as Deputy Director General in the Protocol Department and Head of Culture in the Department for Communications and Culture, her previous assignments include senior postings in the Departments for Political Affairs, Trade Policy, Development Policy and European Affairs, as well as abroad in Europe and Asia.
