ADB brief: Yangtze River Protection Law of the People’s Republic of China: Overview of Key Provisions and Policy Recommendations (October 2021)

This brief presents an overview of the policy recommendations prepared under a technical assistance (TA) project of the Asian Development Bank (ADB), which provided technical support and policy advice in the formulation and design of the Yangtze River Protection Law (YRPL), 2020 of the People’s Republic of China (PRC).1 The YRPL represents a legislative landmark for strengthening policy and regulatory frameworks to achieve environmental protection and Sustainable Development Goals in the PRC’s largest and most significant river basin.

Tony Falkland

Tony has worked as a hydrologist and engineer specializing in water and sanitation projects, particularly on islands in the Pacific and Indian Ocean over the past 45 years.  Most of his work has been related to groundwater resources assessment and management of small coral sand and limestone islands in Kiribati, Tonga, Cook Islands, Federated States of Micronesia, Nauru, and Maldives. 

He has also worked on water resources management projects involving surface water, rainwater, and desalination in other Pacific Islands countries.

Ellis Penning

Dr. Ellis Penning is an expert on Nature Based Solutions, aquatic ecology, and eco hydraulics at Deltares (Delft, The Netherlands). She has over 21 years of experience and a Ph.D. in Ecohydraulics. Ms. Penning heads the strategic research line on Nature Based Solutions within Deltares. Ms. Penning focuses her work on the interaction of vegetation in rivers and lakes with water quantity and water quality processes and the innovative monitoring and management of this vegetation, using remote sensing and innovative monitoring techniques.

Ijaz Kashif

Mr. Ijaz-ul-Hassan Kashif is PMO Barrages for the Punjab Barrages Rehabilitation Project with the Punjab Irrigation Department in Pakistan. He has 36 years of professional experience in the field of water resources development and operation, watershed management, project management, procurement, contract management, and administration of World Bank and ADB projects. He holds a BSc and MSc in Civil Engineering and Water Resources Engineering.
