Dr. Yunzhong Jiang is an expert in water resources and planning, water information technology and system development. Many key water-related national strategies in the People's Republic of China are due to his innovation in digital information systems and programs. He has authored 8 joint monographs, over 100 research papers, and more than 20 software copyrights. He has been awarded the national and provincial prizes in water and hydropower fields. He completed his Ph.D. in hydropower engineering at the Dalian University of Technology in 1996. 

Norio Saito has been the Senior Sector Director of the Water and Urban Development Sector Office in ADB since June 2023. He leads and oversees the sector operations that support livable cities, water security, circular economy, and urban resilience in all regions in which ADB operates.  Mr. Saito has 32 years of professional experience, including 18 years with ADB. Before, he was the Director of the Urban Development and Water Division in the South Asia Department, and the Deputy Country Director in the Viet Nam Resident Mission.  He holds a Ph. D.
