Raymond Serios is the Assistant Director for Administration & Strategic Projects of Negros Women for Tomorrow Foundation, a microfinance organization based in the Philippines. Having been with the organization for more than 13 years, he has started or led a lot of projects that involve providing access to electrification in off-grid areas, access to water and sanitary hygiene facilities, access to telecommunication, electronic banking, social health insurance, and Post-Disaster Housing Reconstruction, among others. Laxmi Sharma is the Unit Head of Project Administration, Water and Urban Development Sector Office at Asian Development Bank. An engineer with over 25 years of experience in integrated urban planning and development, water and sanitation, solid waste management, inclusive city development, urban transport sector, and infrastructure and service financing models, she is skilled in multi-stakeholder driven development; project design, processing, and management; and application of technologies. She has strategic and field-level knowledge in urban development, water and sanitation sector.

Water and Sanitation Privatization in Metro Manila: An Impact Evaluation of Service Provider Assignment on Health, Education, and Wealth Outcomes from 1997-2007

This presentation shares the results on a quantitative impact evaluation (QIE) of a relevant water and sanitation intervention performed in Metro Manila in the Philippines. Findings of the QIE contributed evidence on how the success or failure to meet project outputs can impact on the lives of its recipients.
