Lessons Learned in Wetlands Management

Similar to the challenges being faced by local governments all over the Philippines, the City of Balanga faces habitat degradation, solid wastes and sewage concerns, significant settlements along the boundary of the wetlands, low or few stakeholder engagement, and insufficient information on wetland biodiversity. While facing and managing these challenges, the City sees the need for more focused and intensive capacity building including on how to formulate and update its integrated management plans.

Decentralization, Local Governance and Local Development in Mongolia

Mr. Hans van Rjin and Mr. Roger Shotton gave an overview of macroeconomic and public administration, features of decentralizing governance in Mongolia. They also discussed the sub-national government's role in service delivery, local development, and sustainable development goals through local public spending and regulatory and convening powers.

Roger Shotton

Roger Shotton has been working on sub-national government issues at policy level and in the field across Africa and Asia for some 30 years, first as senior adviser with the United Nations Capital Development Fund and latterly as consultant for various international agencies (ADB, World Bank, UNDP, UNICEF, SDC). He has most recently been working on fiscal transfer mechanisms and on local government financing, planning and budgeting arrangements in several countries in East Asia (Myanmar, Lao PDR, Cambodia, and Mongolia).

Zolzaya Lkhagvasuren

Zolzaya Lkhagvasuren is a Senior National Programme Officer at the Swiss Development Cooperation Agency (SDC) Mongolia. Zolzaya has more than 15 years of experience in the joined SDC about 10 years ago during which she has responsible for the portfolio that aims to contribute to the strengthening of  good governance and civil society development, in particular through the support for reforms related to decentralisation, democracy and civic participation in Mongolia. 
 

Radhika Lal

Radhika Lal joined UNDP’s Bangkok Regional Hub as SDG finance policy advisor and team lead in December 2019. Prior to this, she served as economic policy advisor with UNDP Ghana; strategic planning advisor for the UN country team in South Africa; senior policy advisor and team co-lead at the International Policy Centre for Inclusive Growth (IPC-IG) in Brazil and as a policy advisor in various capacities with UNDP’s policy bureau in New York.
