Samantha O’Riordan

Samantha O’Riordan is the Giga Program Officer at ITU for the joint ITU and UNICEF Giga initiative, which aims to connect every school to the Internet and every young person to information, opportunity, and choice.

Samantha has worked on multiple information, communications, and technology programs in the private sector and the UN.  Prior to joining ITU Samantha worked at the GSMA, and for multiple European telecommunication operators and service providers.

Ms. O’Riordan holds a Masters in International Business and a BSc in International Business with French.

Gary Tsai

During his 13 years tenure working at Institute for Information Industry, Gary was directly involved in ICT/DT development or promotional assignments for Africa (Sao Tome & Principe and Kingdom of Eswatini), the Middle East (Kuwait and Qatar) and Southeast Asia (Vietnam and The Philippines). He was posted to Kuwait Institute for Scientific Research, Kuwait (2015-2018) to head the Liaison office jointly established by Kuwait and Taiwan. He was also seconded to Asian Development Bank, The Philippines (2019-2021) as Senior Digital Technology Specialist.
