Monzur Hossain

Monzur Hossain obtained his Ph.D. in International Economics, an M.A. in Public Policy (Economics) from the National Graduate Institute for Policy studies (GRIPS), Tokyo, Japan. He has participated and served as team leader in numerous professional research projects. He served as consultant for the UNDP, ADB, UNCTAD, EU, International Growth Center, London School of Economics etc. He is highly experienced in conducting performance assessments and impact evaluations for such organizations as UNDP, World Bank, Bangladesh Bank, USAID and the Government of Japan.

Financing Tertiary Education

Given the need to expand universities in Asia and therefore the critical role of financing, the author seeks to answer questions such as the case for university tuition charges and why student loans are necessary. He also differentiates between time-based repayment loans and income-contingent loans.

Bruce Chapman

Professor Bruce Chapman is an economist and has worked at The Australian National University since 1984. He has extensive experience in public policy, including the motivation and design of the Higher Education Contribution Scheme (the first national income-contingent loan scheme using the income tax system for collection) in 1989; engagement with the empirical and conceptual basis related to long-term unemployment leading to the Working Nation program in 1994.

Po Yang

Po Yang is an associate professor with tenure, chair of Department of Economics of Education and Administration as well as a research associate of the Institute of Economics of Education, at the Graduate School of Education, Peking University, and a research fellow at China Institute of Education Finance Research, Peking University. She serves as the vice president of the China Association of Education Finance Research and has been working as a consultant for the World Bank, Asian Development Bank, and Ford Foundation.

Marina Timoteo

Marina Timoteo is a comparative law scholar, with specific expertise in Chinese modern and contemporary law. She has been involved in several research and legal cooperation projects between Europe and China. Since 2008, she is a Member of the General Assembly of the China-Europe School of Law established at the China University of Political Sciences and Law of Beijing, representing the University of Bologna.

Robert Guild

Robert is the Team Leader for the Pacific Region Infrastructure Facility. Prior to joining PRIF, Robert held a number of senior roles with the Asian Development Bank. He also spent four years as the Economic Infrastructure Adviser at the Pacific Islands Forum Secretariat in Fiji and served two years as a volunteer in the Solomon Islands.
