Ms. Emilia Saiz is a jurist by profession and has devoted her professional life to promoting the role of local government in development as well as fostering relations between cities and their associations worldwide. She started her journey as local government international advocate in the founding organization of UCLG, IULA in 1997.

Robin Ng

Mr. Robin Ng is the Assistant Commissioner of the Compliance Strategy and Insights Division at IRAS. He oversees compliance risk management and drives the use of analytics, artificial intelligence, behavioral insights, and design thinking to transform organisational processes. Concurrently, he is the Chief Data Officer of IRAS, driving data-related strategies covering various data domains such as acquisition, governance, and infrastructure.

Annette Chooi

Ms. Annette Chooi has over 30 years’ experience in tax administration, working for the Australian Taxation Office (ATO), she held positions in the senior executive service, performing a range of roles, including heading up the ATO’s Large Business and International compliance operations. Other roles included leading several major policy reforms, including the introduction of a new tax system for small business, a range of reforms to improve domestic tax policy and administration, and the implementation of tighter regulation for large businesses with international operations.

Susan Betts

Ms. Susan Betts is a Senior Economist in Revenue Administration Division 1 of the IMF’s Fiscal Affairs Department. Her role at the IMF, Susan has worked with several countries on a wide variety of topics, including compliance risk management.
Susan has 30 years’ experience with the Canada Revenue Agency (CRA), most recently as the Director General of the national compliance program for Small and Medium Enterprises. She also has experience with CRA in implementing transformational initiatives.
