He has experience working as a consultant with the ADB, the World Bank, Japan International Cooperation Agency, Islamic Development Bank, and International Fund for Agricultural Development on various projects for more than 10 years. His expertise is in the areas of Drinking Water and Sanitation, Water Resources, Mining and Energy, Spatial Planning and Settlements, Urban Infrastructure and Buildings, Roads and Bridges, Community Empowerment, Education, and Training.

Steven Gillard is a Principal Procurement Specialist and the Head of the Consulting Services Unit in the Procurement, Portfolio and Financial Management Department at ADB.

Prior to joining ADB in 2017, he was Associate Director and Head of Operations in the Technical Cooperation Department at the European Bank for Reconstruction and Development, where he worked for 12 years procuring consultants.

He is an English law-qualified solicitor and worked as an insurance and projects lawyer in private practice before joining EBRD.
