Meng Han is the PRC’s representative to the United Nations Environment Programme (UNEP)-World Conservation Monitoring Centre (WCMC). Since 2015, Hans’ role contributes to a broader UNEP-WCMC strategy to promote UNEP’s strategic presence in the PRC and the Asia-Pacific region. She specifically assists in leveraging UNEP-WCMC’s expertise and resources to strengthen UNEP’s biodiversity capabilities delivered through its regional and country offices, and provides more effective support to national and regional governments and other stakeholders.

ADB Resilience Academy

Sansank Vemuri, Urban Resilience Specialist for the Urban Climate Change Resilience Trust Fund, presented on ADB Resilience Academy (ADB RA), an intensive project development workshop patterned after the Resilience Academy of the Rockefeller Foundation. ADB RA gathers interdisciplinary teams from cities to design projects that aim to address current and future climate-related risks while enhancing the climate resilience of vulnerable communities.

Charles Rodgers

Charles Rodgers is Senior Advisor for Climate Change Adaptation at the Asian Development Bank, Manila, Philippines since 2015. He has served as Senior Environment Specialist with the Asian Development Bank in the Regional and Sustainable Development Department where he coordinated ADB’s climate change adaptation program. Dr. Rodgers’ training and professional experience combine civil engineering and economics as applied to agriculture and food security, water resources development and global climate change.

What are the Limitations of the Existing Financial Instruments to Address the Risks of Loss and Damage and What Could Be Other Options/Solutions Considering the Best Practices Around?

Forum participants enumerated the limitations of existing financial instruments, which include, among others, a lack of accessible and adequate data and a common understanding about how to characterize loss and damage. Contingency funds are also mostly loan-based. To address these limitations, they discussed possible alternatives they can take.
