Charles Rodgers is Senior Advisor for Climate Change Adaptation at the Asian Development Bank, Manila, Philippines since 2015. He has served as Senior Environment Specialist with the Asian Development Bank in the Regional and Sustainable Development Department where he coordinated ADB’s climate change adaptation program. Dr. Rodgers’ training and professional experience combine civil engineering and economics as applied to agriculture and food security, water resources development and global climate change. He has worked with the Stockholm Environment Institute (SEI), the International Food Policy Research Institute (IFPRI), the Center for Development Research (ZEF) at Bonn University, the Economic Research Service of the USDA, and as a consultant on a wide range of international projects emphasizing climate change, water resources and irrigated agricultural production. Dr. Rodgers holds a PhD in Civil Engineering (Hydrology) from the University of Wisconsin, where he was a U.S. Department of Energy Global Change Fellow; and an MS in Agricultural and Natural Resources Economics from the University of Minnesota.
