Ms. Rashmita Panda (IAS 2010, Odisha Cadre) is a public policy and governance professional with 15+ years of leadership in administration, skill development, entrepreneurship promotion, and technology-driven governance. As Director, Skill Development & Employment, and CEO of OSDA, World Skill Center, and ORSAC, she is steering Odisha’s transformation in skills, innovation, and digital public service delivery.

Leokana Tozen

Tozen Leokana serves as the Minister of Education and Human Resources Development of the Solomon Islands. Appointed following the 2024 general elections, he is responsible for overseeing national education policy, human capital development, and skills training systems. As a Member of Parliament representing South Choiseul, he brings a strong commitment to improving access to quality education and strengthening institutional capacity across the country’s education sector.

[Video] Regional Session 3.4: Southeast Asia

The session discussed how the Triple Helix model of innovation, involving universities and education institutions, industry, and government, can work in the Southeast Asia region. The session featured representatives from each “helix” to discuss how they are playing a transformative role in TVET in their respective countries, and which additional actors can enhance innovation (Quadruple helix- investor/venture capital; civil society).
