Ms. Rashmita Panda (IAS 2010, Odisha Cadre) is a public policy and governance professional with 15+ years of leadership in administration, skill development, entrepreneurship promotion, and technology-driven governance. As Director, Skill Development & Employment, and CEO of OSDA, World Skill Center, and ORSAC, she is steering Odisha’s transformation in skills, innovation, and digital public service delivery.

Her career spans impactful field and policy roles. As District Collector, Nabarangpur, she led Campaign Jyoti, a pioneering public awareness initiative that confronted harmful traditional healing practices and strengthened community health systems.

Since 2019, she has steered the Odisha Skill Development Project (OSDP), advancing TVET reforms, deepening industry-linked skilling, and forging global partnerships. She played a central role in establishing and operationalizing the World Skill Center, India's premier advanced skilling institution, and champions skilling as a lifelong learning pathway.

An alumna of IIM Calcutta’s Executive Program in Public Policy & Management and a B.Tech (Mechanical Engineering) graduate, she is widely regarded as a forward-looking administrator committed to youth empowerment, inclusive development, and future-ready governance.
