Mr. Antonio S. Barcelona is currently the Officer-In-Charge of the Power Market Development Division (PMDD)-Electric Power Industry Management Bureau (EPIMB) of the Department of Energy, Philippines. Mr. Barcelona has post-graduate degree in Public Administration from the Polytechnic University of the Philippines and is working at government for almost 31 years and is working at the DOE across themes which includes policy development relative to the implementation of the electricity markets, ensuring the operational viability of distribution utilities, monitoring and review of policies concerning reforms implemented thru the Electric Power Industry Reform Act of 2001.
