SECURE WEBINAR 24: Smart Health Systems: Leveraging Digital Solutions for Health Governance
20 November 2025

The Asia and the Pacific region was at the forefront of complex health challenges, including rising noncommunicable diseases, aging populations, effects of climate change, workforce shortages, and fiscal constraints. The COVID-19 pandemic exposed systemic vulnerabilities and underscored the urgent need for scalable, adaptive, and technology- and data-driven solutions. The digitalization of health systems—through electronic health records, telemedicine, and artificial intelligence—offered a transformative pathway to reshape health care delivery. In countries with resource constraints and geographic diversity, digitalization provided opportunities to strengthen health systems and accelerate progress toward Universal Health Coverage (UHC). Sustaining digital technologies required strong leadership, robust policies, financial investments, and specialized expertise on information systems.

Over the past several years, the ADB has supported the adoption of digital health solutions in its developing member countries. ADB provided technical assistance and investments in health management and logistics management information systems, electronic medical records, claims processing automation, and digital policies and regulations. These were consistent with WHO’s Global Strategy on Digital Health, which emphasized the need to implement national digital health solutions while strengthening the governance of digital systems.

In this webinar, experts and government officials offered insights on how to design and implement digital health care solutions. They also discussed the policy frameworks, investments, and expertise required for digital solutions to succeed.

Objectives

• Explored governance and regulatory frameworks for digital health solutions.
• Showcased digital solutions implemented in developing member countries.
• Shared lessons and best practices for digital solutions.
