Heat Sector Reform and Modernization Webinar 1 July 2021 The Ministry of Energy of Kazakhstan and the Asian Development Bank held a knowledge sharing event on 1 July 2021 on the application of modern renewable heat technologies and the good international practice of reforming of the heating systems. The seminar aimed to share experiences and lessons from reforms/ modernisation of the heat sector in Asia and Europe, in particular the experience of introducing modern renewable heat technologies that can be used in both district heating and individual heating systems. At the seminar [webinar] examples of such countries as Korea, Belarus, Lithuania, Sweden, Ukraine were presented and discussed, as well as experience and possibilities of introducing Renewable Energy Source in the heat supply sector of Kazakhstan. The event was attended by Members of Parliament, Ministry of Energy, Ministry of National Economy, Ministry of Industry and Infrastructure Development, JSC Zhasyl Damu, KazPPP Centre, NPP Atameken, Kazakhstan Electric Power Association, as well as representatives of ADB, EBRD, UNDP Kazakhstan, World Bank international and national experts. The event was conducted as part of the Knowledge and Support Technical Assistance (KSTA) by Asian Development Bank. The KSTA is financed from proceeds of ADB administered co-financing facilities provided by Clean Energy Fund and Republic of Korea e-Asia and Knowledge Partnership Fund. The implementing partner for the project is VPC (Germany). The project "Supporting Renewable Technology - Inclusive Heat Supply Legislation - Technical and Legal Consultancy TA 6564 KAZ" is aimed at supporting the policy dialogue development, legislation, and capacity building of the Ministry of Energy and its stakeholders in Kazakhstan. The project focuses on (i) drafting recommendations to improve the heat supply system of Kazakhstan and promote energy-efficient and renewable-inclusive heating technologies in heating sector; (ii) drafting legislation on heating energy (including the Law on Heat Energy, technical standards, tariff methodology, other bylaws, and regulations related to or derived from the new draft law); and (iii) strengthening capacity in the sector by working daily with main stakeholders during the TA implementation and conducting at least two knowledge sharing /public discussion- workshops. Проект технической помощи АБР “Поддержка разработки законодательства для устойчивого теплоснабжения с использованием ВИЭ” направлен на поддержку диалога по вопросам политики, законодательства и наращивания потенциала Министерства энергетики и заинтересованных сторон в Казахстане.
