Alexander Rogozin was born in 1961 in Taganrog. He received higher education at Donetsk Polytechnic Institute (electrical engineer, 1983) and Donetsk State Academy of Management (economist, 1998). He defended his doctoral thesis in Kyiv Polytechnic Institute (1993), specializing in "Electrical networks, systems and control systems". He began his career in 1983 in Gorlovka, where he worked his way up from engineer to Deputy Director of Donbass power system of NEC Ukrenergo - Chief Inspector of Donbass power supervision. He served as Chairman of the NCREPIU (Energy Regulator of Ukraine, 2006- 2007), director of Energorynok SE (wholesale market operator of Ukraine) (2007-2008), vice president of NJSC Energy Company of Ukraine (holding company for management of energy companies with state participation, 2008-2011), member of the NCREPIU (2011-2014). Since 2015 - Vice-President of the GS "First Energy Association of Ukraine". Consultant on energy and regulatory issues (Azerbaijan, Belarus, Tajikistan and Ukraine).
