Greenhouse Gas Inventories for Urban Operations in Southeast Asia: Challenges and Opportunities

Mitigation progress cannot be measured without estimating greenhouse gas (GHG) emissions. Capturing project and city emission estimates has yet to be fully mainstreamed as part of Asian Development Bank’s urban operations. Despite the challenges, there is a strong case for moving toward establishing and maintaining GHG inventories for cities in the long-term.

Sonia Sandhu and Sameer Kamal of the Southeast Asia Department Urban Development and Water Division (SEUW) of ADB discussed the challenges and opportunities of accounting greenhouse gas emission of urban infrastructure projects, and incorporating GHG inventories into city investment planning processes. Joris van Etten

As Senior Urban Development Specialist, Joris van Etten is out-posted by ADB’s Southeast Asia Urban and Water Division to the ADB Indonesia Resident Mission. He oversees the processing and administration of all future and ongoing urban projects in Indonesia financed by ADB. Prior to moving to Indonesia, Joris was with ADB’s Sustainable Development and Climate Change Department and coordinated ADB’s Smart Cities work, and helped draft ADB’s Livable Cities operational priority plan.

India’s urbanization, characterized as hidden and messy, is in place. The link between operations and policies calls for the creation of a new city governance system that encourages shared responsibility. The Inclusive Cities Partnership Program is introduced to support the national government in exploring housing solutions for the urban poor.
