Financing Tertiary Education

Given the need to expand universities in Asia and therefore the critical role of financing, the author seeks to answer questions such as the case for university tuition charges and why student loans are necessary. He also differentiates between time-based repayment loans and income-contingent loans.

Bruce Chapman

Professor Bruce Chapman is an economist and has worked at The Australian National University since 1984. He has extensive experience in public policy, including the motivation and design of the Higher Education Contribution Scheme (the first national income-contingent loan scheme using the income tax system for collection) in 1989; engagement with the empirical and conceptual basis related to long-term unemployment leading to the Working Nation program in 1994.

Policies for Promoting Employment of University Graduates in the People's Republic of China (PRC)

A group of experts on higher education from Peking University's Graduate School of Education and international experts from Hong Kong University and Canada evaluated policies that promote graduate employment in the People's Republic of China (PRC) in 2014. Their evaluation focused on expanding self-employment opportunities, strengthening employment assistance and support schemes for the disadvantaged and women, and encouraging graduates to seek employment in local urban and rural areas, as well as in lagging central and western regions.

Japan International Cooperation Agency's Activities in the Field of Water Quality Management and Treatment of Wastewater and Future Directions

The Japan International Cooperation Agency pledged support to improve water environmental management, in response to the needs of developing countries in Asia facing water and environmental challenges in urban areas. It aims to enhance the capacities of and encourage cooperation among the four parties in a recipient country.
