As Bulgaria’s tax system deters foreign investors and citizen-taxpayers alike, the need for change is enormous. The Bulgarian government decided to unify and modernize its tax collection facilities by combining the revenue-collection function and the General Tax Directorate into a new, single tax authority: the National Revenue Agency.
