This session highlights the measures taken to achieve procurement readiness, such as the preparation of detailed engineering designs and advanced contracting as well as the financing requirements and institutional arrangements that contribute to project readiness.

Khurram Ghafoor

Khurram, a Civil Engineer with a Master’s in Construction Engineering and Management, boasts 20 years of experience spearheading national and regional multi-sectoral infrastructure projects. With over 6 years of direct involvement in the transport sector for the Asian Development Bank (ADB), he served as Pakistan's country focal, overseeing programming, procurement, and evaluation of projects. His leadership led to policy reforms for sustainability, Paris Agreement alignment, and innovative project approaches.

Frances Lynette Sayson

Frances Sayson is a Senior Integrity Officer at ADB’s Office of Anticorruption and Integrity (OAI). She joined OAI in 2016, and has been part of its investigations team, integrity due diligence team, and the Office of the Head, which is OAI’s policy and advisory arm. Prior to joining ADB, Frances worked in Philippine law firms, primarily practicing corporate law, and was also a consultant for both private and government clients.

Frances is a Certified Fraud Examiner and a Certified Global Sanctions Specialist.

Arjun Guha

Arjun Guha is an Evaluation Specialist (Energy Sector focal) at ADB’s Independent Evaluation Department (IED). At IED he leads project and sector-level evaluations in the energy sector and assesses the impact of ADB’s interventions in member countries. He has over 15 years of international experience working on energy infrastructure sectors across more than 20 countries across the Asia-Pacific, Africa, Latin America, and the Caribbean.

Oksana Nazmieva

Ms. Oksana D. Nazmieva is the Regional Financial Management Team Lead for the Central West Asia Region, currently in ADB Headquarters in Manila. She is the Principal Financial Management Specialist under the Public Financial Management Division and carries more than 25 years of experience in ADB HQ and beyond in Financial Management (PFFM), Controller's Department (CTL), and Office of Anticorruption and Integrity (OAI) and Central West Regional Department and has served in various ADB developing member countries. Samina Sabir

Samina Sabir, currently serving at ADB, Pakistan Resident Mission as a gender officer, holds a master’s degree in Community Development with a major in Gender in Asian Societies from Murdoch University Australia.  She brings along over 14 years experience of working around Gender and Development and women’s empowerment-related issues in different parts of Pakistan.
