Republic of Korea’s National Strategy on Digital Platform Government

Digital innovation in the economy and society has accelerated at a pace we have never encountered due to rapid AI technology advancements. The citizens’ expectations have risen significantly because of the innovative services they experienced from the private sector. The Republic of Korea initiated an ambitious national agenda for the ‘Digital Platform Government’ to meet this technological trend and people's demands. The Presidential Committee on Digital Platform Government was launched in 2022 to accomplish this mission.

Bo Ram Suh

Mr. Suh is the esteemed Head of the Secretariat of the Presidential Committee on Digital Platform Government for the Republic of Korea, a position he has held since 31 May 2024. In this role, Mr. Suh leads initiatives aimed at enhancing digital governance and services across Korea.

With over 27 years dedicated to advancing government ICT and digital services, he has played a crucial role in modernizing public administration.

Kyunghoon Ahn

Mr. Kyunghoon Ahn is an accomplished public procurement expert with over 17 years of extensive experience reforming and optimizing government procurement practices at the Public Procurement Service of Korea (PPS). His professional term has been marked by significant contributions to reforming and streamlining procurement regulations and fostering transparent, efficient purchasing mechanisms in Korea.

Jonghwa Choe

Jonghwa Choe is a research fellow at the Science and Technology Policy Institute (STEPI) in Sejong, Korea, specializing in science, technology, and innovation (STI) policies. Previously, he was a policy researcher at the Korea Institute of Public Procurement (KIP). His primary research interests include Public Procurement for Innovation (PPI), demand-based innovation in public sectors, improving R&D efficiency through public procurement, and addressing lock-in effects in public markets.

Jae-Yong Lee

Jae-Yong Lee started his career at the Public Procurement Service in April 1995. At PPS, he was involved in establishing the electronic procurement system. After that, he moved to Samsung Electronics in 2011 and spent nine years there as a general manager and vice president of several business groups, such as the Bigdata Analysis Group and Online Commerce Group under the IT & Mobile Communications Business Bureau. Then, he worked at VAIV Company, specializing in big data and AI, from September 2020 to March 2023.

Cheolwoong Park

Mr. Cheolwoong Park is currently the Director of the Procurement Management Division of the Public Procurement Service of Korea (PPS), where he is responsible for the management of major contract systems for government procurement such as eligibility examination, MAS (Multiple Award Schedule) and promotion of small and medium enterprises (SMEs). Before this, he also served as the Director of the Advanced Convergence Product Procurement Division at PPS, where he purchased next-generation launch vehicles to carry rockets ordered by the Korea Aerospace Research Institute (KARI).

Byoung-gun Kim

Dr. Byounggun Kim is the director of the Strategic Public Procurement Research Division of the Korea Institute of Procurement (KIP). Mr. Kim has been a dedicated researcher with a decade of experience at the KIP, specializing in leveraging public procurement to advance government policies and enhance public services, particularly benefiting small and medium-sized enterprises (SMEs). He has been instrumental in shaping innovative procurement policies, focusing on driving competitiveness and sustainability.
