Fermin Adriano

Dr. Fermin D. Adriano is a highly accomplished academician, scholar, writer and policy adviser to key government officials. He once served as Information Director of the UP System, and Vice-Chancellor of UP Los Banos, where he took early retirement with the rank of Professor. He was a Board Member of the former Manila Chronicle while at the same time serving as its Editorial Consultant and regular columnist. He writes a weekly column for the Manila Times.

Enkhtsetseg Byambaa

Enkhtsetseg Byambaa has been working as a Professor at the National University of Mongolia (NUM) since 1998. She has a Bachelor degree in Demography from NUM, post-graduate diploma in “Population and Development” from the Center for Development Studies, Trivandrum, India, MA in Economics from NUM and PhD in Demography from Charles University, Czech Republic. She has also participated in several short-term training courses organized by UN organizations, ADB, East West Center, Honolulu, Hawaii and Brown University, Rhode Island, USA.

Viktor Nestulia

Before joining the Open Contracting Partnership, Viktor was acting CEO at SOE Medical Procurement of Ukraine – the central purchasing body set up by the Ministry of Health of Ukraine for medical public procurement. Between 2015-2018 he was a Program Director at Transparency International Ukraine. His portfolio included five significant initiatives – ProZorro, ProZorro.Sale systems development, DOZORRO community building, e-Health system development, and Construction Sector Transparency Initiative implementation.  He has experience in the private sector and in government.
