Tipsuda Thavaramara is a former financial market regulator with a special interest in market development, competition policy, cryptocurrency and decentralized finance.

Mr. Chen received a PhD degree in Civil and Environmental Engineering from University of Wisconsin-Madison, U.S.A. His research interest has been in the areas of GIS, digital image processing, and integration of remote sensing and GIS for environmental applications.

Yan-You Chen serves as a specialist of Honduras Forest Pest Management Project since 2018, with skills of forest management, RS/GIS and computer programming. Prior to this, he worked at the Laboratory of Earthquake under Professor Yih-Min Wu in NTU, to build earthquake early warning system in cooperation with Central Weather Bureau. Yan-You holds both a Bachelor’s and a Master’s degree in Forestry from NTU.

CK has about 17 years of experience in telecommunication, with roles in regulatory strategy and policy development with prior experience in network engineering and project management. Prior to this, he was in regulatory management roles in DigiTelecommunications, Celcom Axiata, U Mobile and the Multimedia Development Corporation.

Juan-Pablo Martínez-Molina Mercado, a Spanish national, serves as Senior Advisor to ADB’s Vice-President (Market Solutions), overseeing Private Sector Operations and Public-Private Partnerships across Asia and the Pacific.

Juan-Pablo joined ADB in 2017 as an Investment Specialist in the Infrastructure Finance Division 2, specializing in the origination, structuring, and execution of structured debt financing transactions in a wide range of sectors, particularly in the power, LNG, renewables, satellite, water, and mining industries.

John Dora has thirty-nine years’ experience in managing infrastructure, including flood risk management and asset management of railway structures. He is a recognized international expert on climate change adaptation and standards, and his clients include or have included the UN, the UK Met Office, Copernicus Climate Services, World Bank, Asian Development Bank, European Bank for Reconstruction and Development, the International Standards Organization (ISO) and CEN/CENELEC, the European Standards’ organizations; John is ISO’s global lead for adaptation.
