Property Tax Revenues

Property taxes cover the recurrent and non-recurrent taxes on the use, ownership, or transfer of property, and are raised at different levels of government. In the Asian context, local governments raise revenues from recurrent taxes on immovable property; whereas taxes on wealth, inheritance, and gifts are raised more heavily at the central or federal government level.

Towards Integrated Programs and Database for Social Protection Programs in Indonesia

Indonesia faces several challenges in financing SDGs. These include lack of common understanding on standardized indicators among pertinent government agencies, lack of political consensus, and lack of civil society participation. This presentation shares recommendations on how the country can surmount these obstacles.

Using Big Data to Improve Urban Planning: Experiences from Indonesia

Stephen Cairns from Singapore-ETH Centre’s Future Cities Laboratory is presenting ur-scape, a geo-spatial tool that integrates and visualizes data at multiple scales to support urban planning. Experiences of use cases in Indonesian cities supported by ADB’s Regional Technical Assistance on Smart Cities are presented and lessons for ADB’s work in cities are drawn.

The Microfinance Risk Participation and Guarantee Program

Christine Engstrom, Bart Raemaekers, and Sabine Spohn of ADB’s Private Sector Operations Department shared the key features of the Microfinance Risk Participation and Guarantee Program. They also discussed how using credit enhancements and working with private commercial banks can improve access to finance for the bottom of the pyramid. Until September 2017, USD575 million of new loans have supported 3.32 million microborrowers, mostly women.

Agnetha Vave-Karamui

Agnetha Vave-Karamui worked as an environmental/forestry advocacy officer with the Solomon Islands NGO, Environmental Concerns Action Network. She then joined the Ministry of Environment, Climate Change, Disaster Management, and Meteorology in 2008. She comes from the Western Province of Solomon Islands, and holds a bachelor of science degree in environmental science from the University of the South Pacific.

Empowering Micro, Small, and Medium Enterprises through Islamic Finance

ADB’s Asghar Ali Syed from the Office of the General Counsel shares how participation in ADB’s Islamic Finance Working Group can contribute to the task of helping Muslims residing in developing member countries gain access to finance. ADB, as the premier financial institution within Asia and the Pacific, should consider how Islamic finance can help develop the sector and ensure it can help lift people from the region out of poverty.

An Assessment of the Implementation of Results-Based Management Frameworks in Selected Countries

Failure of bureaucracies to identify appropriate output definitions and indicators, and a unifying outcomes classification framework has undermined the usefulness, integrity, and comprehensibility of agencies’ performance-based budget (PBB) and results-based budget management (RBBM) frameworks. PBB or RBBM frameworks require at least the same diligence in defining classification and management protocols as does a chart of accounts—and as did the development of Classification of the Functions of Government.
