Ms. Jingmin Huang, a national of the People's Republic of China (PRC), holds a Doctorate degree in water science from the Oxford University, and two bachelor’s degrees in industrial economics and environment engineering from Tianjin University, PRC. She has more than thirty years’ experience in the fields of urban planning, water, wastewater and solid waste management and project development.
