Financing Tertiary Education

Given the need to expand universities in Asia and therefore the critical role of financing, the author seeks to answer questions such as the case for university tuition charges and why student loans are necessary. He also differentiates between time-based repayment loans and income-contingent loans.

Steven Gillard

Steven Gillard is a Principal Procurement Specialist and the Head of the Consulting Services Unit in the Procurement, Portfolio and Financial Management Department at ADB.

Prior to joining ADB in 2017, he was Associate Director and Head of Operations in the Technical Cooperation Department at the European Bank for Reconstruction and Development, where he worked for 12 years procuring consultants.

He is an English law-qualified solicitor and worked as an insurance and projects lawyer in private practice before joining EBRD.

Economic Outlook and Progress of Regional Cooperation and Integration in Asia and the Pacific

The growth of developing Asian countries is expected to remain solid amid the continued robust growth in major advanced economies. Domestic demand will still be the main growth driver, as strong consumption will continue. Asia’s regional integration is deepening, and global financial market interconnectedness is intensifying, but the banking network could transmit shocks across borders.

Ephyro Luis B. Amatong was appointed commissioner of the Securities and Exchange Commission (SEC) by President Benigno S. Aquino III on April 23, 2014 and took his oath of office on May 13, 2014.Before joining the SEC, Mr. Amatong was an Assistant Secretary of the Department of Finance (DOF) where he had an active role in a number of privatization projects, including the privatization of 74 hectares of the Food Terminal, Inc. (P24 billion).
