Innovative Finance for Sustainable Energy Access: Lessons from the World’s First Result-Based Loans in the Energy Sector – an Independent Verifier’s Perspective

ADB is supporting PLN, the Indonesian state electricity company, with the world’s first result-based lending (RBL) programs in the energy sector to help realize the nation’s goal of sustainable universal electricity access. The loan’s disbursements are linked to the achievement of the program results rather than to upfront expenditures – a complete flip in the approach from traditional project lending – and uses the borrower’s systems, including monitoring and evaluation (M&E), fiduciary, safeguards and other areas.

Roy manages the Islands team helping the governments and utilities of Caribbean islands reduce their dependence on imported fossil fuels. He has worked with leading universities and global multinationals to analyze net-zero opportunities and deliver roadmaps to reaching carbon reduction goals.

Pooja Sharma

Pooja Sharma is an engineering graduate from Delhi College of Engineering, India. She has more than 12 years of work experience and has been embedded in the principles of equality and accessibility of energy services for people living under energy poverty conditions. Energy solutions through technology (micro-hydro, solar irrigation, cook stoves) different financing models (such as Result based financing, impact financing), energy planning are her areas of work.

Peter Storey

Peter Storey is a financing professional, specialized in developing countries and transition economies with significant expertise in renewable energy as well as other infrastructure sectors. He has held senior positions with major European banks and project developers and has over 20 years of experience of working on multi-disciplinary advisory and financing mandates and of structuring and developing projects. Peter is a Global Coordinator of the Private Financing Advisory Network (PFAN).

Gary Zieff

Gary Zieff is an accomplished renewable energy expert with over 18 years’ experience in emerging and established energy markets. He is currently based in Viet Nam serving as Principal Energy Advisor with USAID’s Viet Nam Low Emission Energy Program. He works with GVN on the DPPA policy design, pilot program implementation and private sector investors supporting access to financing and development expertise. Gary brings cross-functional development experience to V-LEEP through prior work in the US, Caribbean, East Africa, and Eastern Europe.

Support to Indonesia Eximbank: Building Capacity for Energy Efficiency

Indonesia is struggling with increased energy consumption primarily from its industry sector, along with a power supply mix that remains highly dependent on fossil fuels.
