Yannick works as Secretary for the Tenders Boards Office of Vanuatu Government's Ministry of Finance and Economic Management. 

Prior to this, he was the Procurement & Assets Sales Officer. 

Mr. Singru will lead ADB’s operations in Afghanistan, manage ADB’s relationship with the government and stakeholders, and oversee the implementation of ADB’s Country Partnership Strategy, 2017–2021. The strategy aims to help the country achieve sustained and inclusive growth through infrastructure development, capacity and institutional development, as well as sector reform.
