Samina Sabir

Samina Sabir, currently serving at ADB, Pakistan Resident Mission as a gender officer, holds a master’s degree in Community Development with a major in Gender in Asian Societies from Murdoch University Australia.  She brings along over 14 years experience of working around Gender and Development and women’s empowerment-related issues in different parts of Pakistan.

Cesar Llorens

Cesar Llorens has been working as Country Operations head (COH) at the Kyrgyz Republic Resident Mission (KYRM) since 2020. He holds a master’s in civil engineering from the Polytechnic University of Madrid and has worked for ADB for more than 11 years in different resident missions and positions since 2012, ranging from Urban Development Specialist to Deputy Country Director in Armenia Resident mission, as a Senior Urban Development Specialist in Armenia, Azerbaijan, Georgia, Uzbekistan, and finally as COH at KYRM.

Case Study: Kyrgyz Republic

This session demonstrates how a ‘readiness checklist’ for projects under preparation helps achieve the expected project key results through improved quality of projects at entry. A case study on the Project Readiness Criteria adopted by the Government of Kyrgyz Republic helps participants understand how the filters work, how critical they are for sound project preparation, and how these best practices may be replicated by other DMCs for ADB-funded projects.

Gender

This session discusses the importance of gender mainstreaming as integral to good project design and implementation, especially in engaging with communities, stakeholders, and improving equal development outcomes. The session focuses on exploring regional and local experiences, key challenges as well as solutions with regards to gender mainstreaming in ADB financed projects.

The session will also lay the importance of embedding climate change mitigation and adaptation aspects.

Project Cycle and Readiness

This session provides insights into the ADB project cycle, discussing the use of project readiness filters and advance actions during project preparation and how these support successful project implementation and overall strengthening of development results and DMC’s institutions.
