Problems often arise in complex projects, which could lead to complaints from the beneficiaries. In its emergency response in tsunami-hit Indonesia, Asian Development Bank has established a complaint-handling system that helped in enhancing the accountability of project implementers and increasing satisfaction of project beneficiaries.

Complaints from Beneficiaries: A Valuable Resource for Project Implementation

The Earthquake and Tsunami Emergency Support Project of the Asian Development Bank (ADB) was designed to include a grievance mechanism. The ADB recognized early on that problems may arise in large-scale projects, especially so for this one, since the project area was devastated by a major earthquake and a huge tsunami, and has experienced years of conflict.

Fostering Better Communication and Participation in Projects

In 2012, an Asian Development Bank (ADB) study in support of its Public Communications Policy (PCP) found that 55% of the concerns raised by civil society in 76 of its projects were related to inadequate communication and participation. In addition, the study found that although most of the projects have general communication and participation objectives, they can still be improved to better address the interests and enhance the engagement of stakeholders, including civil society.
