This law defines the procedures and the basic functions for the protection of the population in emergencies, as well as the rights and duties of State governance and local self-governance bodies, enterprises, institutions, organizations independently from the organizational-legal type (Hereinafter: enterprises, institutions, organizations), officials and citizens.
