The Safeguard Policy Statement (2009) of Asian Development Bank (ADB) requires that (i) social impacts are identified and assessed early in the project cycle; (ii) resettlement plans are prepared and implemented to avoid, minimize, and mitigate identified adverse social impacts; and (iii) affected persons are informed and consulted during project preparation andimplementation. ADB is responsible for explaining its safeguard policy requirements to borrowers and to assist them in their capacity-building programs. In this context, ADB provided technical assistance to develop the National Involuntary Resettlement policy (2001), and several technical assistance programs to develop institutional capacity of government departments in applying the NIRP to development projects.
