Regional disparities and low human development constrain Myanmar's efforts to meet the social development goals. The country's social protection system, in particular, covers only 3.2% of the country's population and its information system is based on manual operations. Myanmar needs to pursue critical measures to build the backbone of its social protection system and to ensure that it will adequately cover target groups.
