Asian Development Bank (ADB)’s Urban Operational Plan calls for engagement with urban regions, city clusters, and geographically coherent areas, but does not define them. This presentation, based on a study of four Asian city clusters conducted for a specific division in one of ADB’s departments, suggests some key definitions and modes of engagement.
