Like many other municipalities in the People’s Republic of China, heart to heart discussion meetings as a form of local consultation in Wenling City’s Zeguo township are, oftentimes, exclusively dominated. Local officials consider deliberative polling as a transparent, balanced, and representative way to provide public input into the decision-making process.
