It defined CE as a system that eliminates waste, keeps materials in use, and regenerates natural systems, replacing the linear “take-make-waste” model. The work introduced 29 CE actions and 105 indicators covering direct, enabling, and sustainability outcomes, aligned with global standards. It also discussed challenges in measurement, linking CE to ADB’s corporate results framework, and the need for a common language to mainstream CE across projects.
