This policy document is t he product of a series of consult at ions wit h pert inent government

officials, communit ies and ot her st akeholders. The purpose of t his document is t o set fort h a

clearly defined set of issues and policy opt ions t hat will serve as general guidance t o inform t he

revision and modificat ion of t he legal framework for land. Also, under t his umbrella policy

framework t he minist ries of Agricult ure and Urban Development shall formulat e or adj ust t heir

st rat egies and plans of act ion t o t ackle challenges pert aining t o rural and urban land.
