the main principles of the work of public authorities, local governments and their officials to consider citizens' complaints are: 
1) protection of the rights and freedoms of man and citizen; 
2) rule of law, democracy, accessibility; 
3) mandatory for processing applications; 
4) the timeliness, objectivity and completeness of consideration of appeals; 
5) equality of citizens when considering appeals; 
6) personal responsibility for the performance of official duties; 
7) accountability and accountability in the consideration of applications.
