ADB Participation at the Global Plastics Treaty Intergovernmental Negotiating Committee Session (INC-5.2)
5 to 14 August 2025

Countries worldwide, from 5 to 14 August 2025, are gathering in Geneva, Switzerland for the second part of the fifth Global Plastics Treaty (GPT) Intergovernmental Negotiating Committee Session, also known as INC-5.2. This is a continuation of the INC-5 session held in November 2024 in Busan, Republic of Korea, which was then targeted as the conclusion of the negotiations. This makes the current session all the more critical to achieve an internationally legally binding instrument to address plastic pollution. 

Since INC-2, ADB has been actively participating as an intergovernmental organization observer. By joining the negotiation process, ADB aims to support its staff, developing member countries (DMCs), and other development partners in understanding the necessary actions to help DMCs meet their plastic pollution reduction goals.

Furthermore, ADB seeks to identify opportunities where it can assist in treaty implementation, demonstrating the relevance of these efforts to ADB operations and potential investments. Participation in the GPT process and its eventual implementation is aligned with ADB’s new Environment Action Plan, which includes a key pillar on pollution control and circular economy to address the triple planetary crisis of climate change, biodiversity loss, and pollution.

At INC-5.2, ADB is joining three side events (including a pre-INC event) organized by partners:

  1. Webinar: Plastic Credits and Extended Producer Responsibility — 29 July 2025 (watch event recording)
  2. Beating Plastic Pollution: Solutions Day — 3 August 2025, 8:30 am–4:00 pm CEST (hosted by Global Plastic Action Partnership)
  3. Innovative Finance for a Circular Future — 4 August 2025, 8:00–10:00 am CEST (co-hosted by Verra, PCX Solutions, EcoCircle Global, Braskem, and CRDC Recover PBC)
