Profile / Bio: 

Mr. Rui Liu is a health specialist at ADB, currently outpost to Bangladesh Resident Mission. He is the health focal for Bangladesh ADB Operations, contributing to new project processing, implementation and policy dialogue with the government. Prior to ADB as staff, he worked in the World Bank Health, Nutrition and Population Global Practice where he mostly contributed and led most of the World Bank’s analytical and operational health projects in China, including the flagship report on Building Value-Based High Quality Health System, the Health Reform Program-for-Results in China, a major Result-Based Financing operation, other cross-sector engagement, and led on the South-South health collaboration, in particular China and African countries.

Throughout his career, Rui has focused on analysis and policy advice related to the epidemiology, economics and health policy. He worked in the academia as a Research Fellow at Peking University, University of California, San Francisco, and Consultants, Strategist and health specialist at the World Health Organization and World Bank. He studied economics at Nankai University of China Epidemiology at University of Southern California, and Environmental Health, Health Service and Policy Analysis at University of California, Berkeley.
