Profile / Bio

Ms. Pamela Asis-Layugan has more than two decades of experience advancing regional cooperation and integration across Southeast Asia. She provides technical and strategic support to the Association of Southeast Asian Nations (ASEAN), with a primary focus on the Brunei Darussalam–Indonesia–Malaysia–Philippines East ASEAN Growth Area (BIMP EAGA) and the Indonesia–Malaysia–Thailand Growth Triangle (IMT GT). Her work contributes to the formulation of strategy, project pipeline development, and analytical work on economic corridors, cross border connectivity, and a wide range of sectors of cooperation. She works closely with subregional secretariats and national counterparts to translate regional priorities into tangible results that promote inclusive growth and cross border collaboration. Pam also leads capacity building initiatives, including the BIMP EAGA, IMT GT, and Greater Mekong Subregion Capacity Building Program, also known as the B I G Program. In this role, she designs and delivers training on public policy, project management, and regional cooperation and integration for government officials, mainly in Southeast Asia, with participation from Central Asia, South Asia, and the Pacific.
