Pacific Ocean Commissioner, Office of the Pacific Ocean Commissioner Profile / Bio Dr Filimon M Manoni was appointed as the Pacific Ocean Commissioner by the Pacific Islands Forum Leaders on February 24, 2023. Prior to this role, Filimon served as the Deputy Secretary General at the Pacific Islands Forum Secretariat for three years commencing May 20, 2020. From December 2018 to May 2020, he served as the International Legal Adviser at the Pacific Islands Forum Secretariat. In this role he provided legal support to Members on key regional priority issues such as ocean governance, the impact of climate change, and nuclear testing legacy issues, to name a few. Filimon also served three years as Legal Advisor at Pacific Islands Forum Fisheries Agency (FFA) in Honiara, Solomon Islands from 2013 to 2016. Before venturing out to the region, Filimon served as the Attorney General for the Government of the Republic of the Marshall Islands from 2009 to 2013, and then again from 2016 to 2018.
