Financing Tertiary Education

Given the need to expand universities in Asia and therefore the critical role of financing, the author seeks to answer questions such as the case for university tuition charges and why student loans are necessary. He also differentiates between time-based repayment loans and income-contingent loans.

Bruce Chapman

Professor Bruce Chapman is an economist and has worked at The Australian National University since 1984. He has extensive experience in public policy, including the motivation and design of the Higher Education Contribution Scheme (the first national income-contingent loan scheme using the income tax system for collection) in 1989; engagement with the empirical and conceptual basis related to long-term unemployment leading to the Working Nation program in 1994.

ADB-Asian Think Tank Development Forum 2018

The Asian Development Bank-Asian Think Tank Development Forum 2018 shared ideas and experiences among affiliated scholars on human capital and skills development programs and interventions that can boost the productivity and employability of workers for future jobs. The forum also explored emerging technologies that foster human resource development and the role of regional cooperation in addressing the challenges of developing human capital and skills.

Po Yang

Po Yang is an associate professor with tenure, chair of Department of Economics of Education and Administration as well as a research associate of the Institute of Economics of Education, at the Graduate School of Education, Peking University, and a research fellow at China Institute of Education Finance Research, Peking University. She serves as the vice president of the China Association of Education Finance Research and has been working as a consultant for the World Bank, Asian Development Bank, and Ford Foundation.
